I found a webcam which professed to be outside of a cafe in Bangkok. I saw no evidence of this alleged water throwing business. I think you're having a Catfish Festival flashback.
1) The festival doesn't start till mid April
2) What is this Cafe? Mayhaps I can wave in your general direction...
after asking all sorts of questions on your blog, i went and did a little research of my own. it doesn't appear that the holidays are related, but i would have to do a lot more research on the ancient customs and calender to be certain. i find all of this fascinating even if no one else does. maybe one day i will do dissertation on proto-holidays.
